Readers are invited to submit written comments on the adequacy of the Draft Program Environmental Impact Report; i.e., does this Draft PEIR identify and analyze the possible environmental impacts and recommend appropriate mitigation measures? Comments are most helpful when they are specific and targeted to the environmental assessment; for example, by identifying specific impacts that need further evaluation and what additional information is desired, or by describing alternatives or measures that would better mitigate significant environmental effects. Comments may be submitted anytime during the public review period, which extends from November 5, 2009, through 5 p.m. on December 21, 2009.
